The Lords Commissioners of His Majesty's Treasury
have had before Them your letter of the 18th June last (16999/1909), and other correspondence with regard to the British Postal Agencies in China, and Their Lordships
understand from your letter of the 12th August that an
immediate answer is required, with especial reference to
the case of the Tientsin Agency. It would, in Their
opinion, have been more convenient if a decision could
have been postponed pending a consideration of your further letter of the 26th August (24088/09), in which, with refer-
ence to the case of the Straits Settlements, the Secretary
of State proposes that the whole question of the Military
Contributions of the Eastern Colonies which in the case
of Hong Kong is mixed up with that of receipts from the
Postal Agencies-should be reopened; but in the circumstance a
They feel that it is necessary to arrive at some provi-
sional arrangement with regard to the latter, and accord-
ingly direct me to inform you as follows.

1. Effect on Military Contribution.
My Lords have hitherto been in complete agreement
with the Army Council whose views, as expressed in War
Office letter of the 13th March 1908, were communicated
to

Colonial Office.
